Abstract

The purpose of the present research is to study the comparative study of the goals of the elementary school in the two countries of Iran and Finland. This research is a qualitative study using George's comparative model. hit F was a board that has four stages of description, interpretation, neighborhood and comparison; The reason for choosing Finland is that it has a successful educational system in the Perls test at the primary level. To collect information, library sources, researches and scientific articles as well as reliable websites and databases have been used. The findings showed that paying attention to learning the national language, a second language for cultural exchange, teaching and learning the basic concepts of reading and writing and counting, paying attention to culture and art and moral issues from similarities and focusing on personality development, social and academic development In Finland, paying attention to religious and moral concepts and principles in formulating the goals of the primary school is one of the major differences between the two education systems. This research can help the officials of teacher training in Iran in terms of policy making, planning and revision, and by referring, adapting and using different goals and giving comprehensive attention to the student in the primary level of Finland, and take steps. To improve Iran's primary level and the performance of this level. It is also suggested that the comparison of these two countries in the teaching method at the primary level and the content of the books and the type of recruitment and supervision of the activities of primary teachers, which is a challenging issue, or that these goals should also be investigated in countries with successful educational systems.
